East Midlands Public Service Compact

Who are we?

Following the incorporation of the D2N2 Local Enterprise Partnership into the East Midlands County Combined Authority (EMCCA) in July 2024, we reflected this regional change and re-branded our membership organisation as the East Midlands Public Service Compact. The former D2N2 Public Service Compact came into operation in early 2016, when the Derbyshire and Nottinghamshire Compacts agreed to merge their membership.

Our mission is for the public service organisations in EMCCA to work together with local providers to address the skills, employment, recruitment and workforce development challenges that face the region. Current members range across public and private sector organisations within Nottinghamshire & Derbyshire and include both County Councils, both major City Councils, most local authorities, comprehensive representation from the NHS in both counties, major skills and employment providers, and representation from private and third sector organisations providing public services.

What do we do?

The Compact enables public service organisations to work together to share good practice and address the particular challenges that face public sector employers. We encourage and facilitate partnership working and collaborative solutions around recruitment, retention, workforce development, and access to resources.  Our objectives are as follows:

  • To work with EMCCA and Local Authorities to support the implementation of local Skills, Inclusion and Economic Growth Strategies
  • To promote working in public service as a career of choice
  • To promote and develop Apprenticeship, Employment, and Skills schemes in the East Midlands
  • To share good practice and facilitate partnership working and collaboration
  • To promote improved access to training and funding for training

How do we do that?

The Compact holds several events each year that focus on good practice and bring professional development opportunities into the East Midlands. These events offer opportunities to network with decision-makers in other public service organisations, working together to develop common solutions to shared problems.

Recent and planned events include looking at current and ongoing issues such as the Apprenticeship Agenda, Recruiting and Retaining the Future Workforce, and Enabling Collaborative Arrangements.

In addition to these events, we hold four Steering Group meetings per year, where members can influence the future direction of the Compact, including the content of future events.

Other activities benefiting members include access to trade union support for functional skills, promotion of public sector jobs at external events, and access to shared resources.
